So basically they are scammers who got off from paying a $58K settlement and had the cash to put up $1million bond to continue spamming?

if i was them i would go set up shop in a different country

Not exactly. How in the fuck they got away with all that type of fraud I don't know but on the bond part, it doesn't take a million to put up a bond for a million. You find a bonding place to write it for a mill for a smaller % down.

It's like with bail bonds... if the court wants 10,000, you usually put up 20% and the bond company puts up the rest.
