Photoshop. I use a lot of actions. Basic things like cropping, resizing, etc. Really makes quick work of the thumbing process.

Imageready should i need an animation.

Notepad for the html.

macromedia dreamweaver, macromedia fireworks, snatchit, easy video splitter, tmpgenc

UltraEdit to make templates
gmaker to create the html from templates and make the thumbs directly on the server
