It's definitely good news for webmasters that run multimedia heavy sites. Also, I imagine users that click graphics heavy paysites now staying around longer b/c the sites load faster. Definitely will impact design--can get away with longer tours. Hopefully with this looming broadband price war, the US can reach So Korea's DSL saturation point of 65% sooner rather than later.
