First, don't expect much good feedback about anti-spam topics on GFY. About 70% of the webmasters here either send SPAM themselves, profit from it indirectly, or provide SPAM support services. They hate ALL blocklists because it kills SPAM before it gets to their intended victims, thus costing them money.
You bring up two seperate isssues , filetering and reporting.
I have found one filter,
Spampal
that effectively filters spam, and dumps it into a *Spam* folder. It does NOT DELETE anything. The reason it works more effectively than others is, it uses multiple filtering techniques. First it compares the the source of the email against multiple blocklists (including Spamcop, SBL, ORBS, etc) so that will catch quite a bit, then it uses a Regex Filter( keywords & pattern recognition) to catch even more. The other big feauture it offers is very easy blacklisting and whitelisting capabilities so it can be fine tuned. If you want optiminal results, you may have to tweak it bit , but it will be much more effective than anything your ISP provides. Or just give up like all the SPAMMERS here suggest, so all their crap makes it into your mailbox.
I will not go too much into reporting aspect of Spamcop. Reporting spammers gets them into the blocklist, so that mail will be filtered by ISPS and individuals which use that particular list.
If they are on an ethical host, that actually has and ENFORCES their antispam terms of service , the spammer is shut down and will have to move elsewhere which they tend to do pretty quickly.
In many cases, SPAMMERS and WEBHOSTS, team up so any complaints are essentially ignored. You will find that spammers host much of their stuff on Chinese or Brazilian hosts , or in the USA use places like CandidHosting or CaveCreek to host their Spamvertised sites.
