Can you give me click to signup ratios on the traffic? Is it good quality traffic? Would the traffic be good for a live webcam network?

I bought traffic recently from another site that posts here and have yet to see any of the hits go past the page I assigned the hits to, so far with them traffic is 0:600+ hits.
