How do you pixelate a small area in a video... say I wanted to pixelate out the breasts on a girl... How is that done?

that's for blurring pieces out... not exactly what you were looking for, but since no one has offered anything else up yet, you may as well give it a shot.

you can also use Adobe After Effects....
