Safe message board
 

Is there a fairly safe message board program available, preferably freeware or shareware (will buy if needed) to use for a paysite.

Does not need to be threaded.
HTML or other non text is not needed, or ability to turn it off for users while mods can have it.
Fairly easy to set up.
As little customization as possible to remove exploits.
