What is the best software for making movie clips?

Like 30 second clips? I've heard 50 different stories from 20 different people about this.. what I'd like are names, and links to where I can get like trial copies or something I can try out. Please spam me, n stuff. Thanks!!

Windows Movie Maker is built right into your OS. It works nicely. It does not convert formats...say from wmv to mpg...but it makes clips very easily.

Also...EO Video works nicely for converting formats...it is a free trial download.
