I read a bit on surgery when my sisters boyfriend was
considering it... Had to talk him outta it...

There are 2 operations, one where they cut a tendon and it
hangs lower when soft. Doesn't actually do anything different
when erect. Then the other operation where they implant fat to
make the girth match the new length.
