my power goes out so when i turn my tv and cable box back on, i get this:

Looks like the cable company is pushing out a flash update to your cable box. Either that or your power went out when you were receiving your flash update in which case you are fucked because your box has a corrupted flash bios. The only way to fix that is to swap out the box or have a tech reload it via a USB connector to the box.
