how do you take CLEAR screen shots from video?

theyre so clear, when I try to make screen shots they come out so fuzzy you can barely see the face.

I have premiere but I can use anything, i just want to make screen shots that are nice and clear and not fuzzy.

I use a video editor.

got a friend who authors DVDs and edits video, recommended this for mpeg editing.
