What exactly does a PR of 4 mean?

I guess I'm not understanding this whole PR thing. I thought I did, but I'm wondering if someone has a concise, layman explanation of it.

I did some research, and all I found was a bunch of shit about math and algorithms, which I'm NO good at.

And is there a way to increase my PR by using my PR of 4 as a springboard?

Nothing, everyone has it now. Look at any lame site on the web, and it will almost certainly have a PR3 or 4. Unless your getting traffic from google, don't worry about it.
