Problems with webcam livestream. Can someone help?

Hi,
a friend of mine has a webcam and tries to install a livestream on the server of the company where he works.
Since I have absolutely no knowledge about webcams and stuff, I'm not able to help him :(

- He's using webcam32.
- He can watch the livestream, so it somehow works locally but not for others who try to access the page over the internet
- auto refresh of the pics every 2 or 3 seconds works perfectly but livestream doesn't...
- he said that it's probably something with java and/or the external IP (I don't know exactly what he means but...)

would be great if you could help me because he's already crying and ICQ's me how dumb and worthless he is :(

any ideas?
