I googled the shit outta this but all i could find was that you have to pay the ISPS's 750 or so dollars to register w/ Visa, and it didn't say what happens when you go over the 1% threshold...

Do you get fined? If so, how much? Do they not let you do stuff any more? I'd like to read something that is from the horses mouth, but apparently there is no official publication. I've already looked alot and can't seem to find more info than what the ISPS and some aff programs are posting...

Visa is only giving the regulations to the member banks. The ISPS's arent getting the full issues unless their bank gives it to them. None of them are giving them to us lowly webmasters :-)

Ask your ISPS. From what has been explained, if you go over the 1%, you can be fined and dropped. Search on here :-)

You are correct. If you go over 1% (2% for offshore merchant accounts), you can be fined and terminated. It is the same for using an IPSP or having your own merchant account. Mastercard has been at 1% for some time now.

Each month. They look at $$%$ volume and transaction count as well. They also look at the entire portfolio of the IPSP itself and individual merchants.
