Cant format c: Need some help....

I boot to a startup disk, and go to format c and it gives me this error...

"Format not supported by C
Format terminated "

I tried copying the format.com file over to my c drive, but that didnt do anything. Any other ideas? I really need to get this done :(

make sure a partition has been created before you can format a drive. use FDISK
