Just getting a paysite online is nothing, you need to take the paysite and test it with SE traffic and paid traffic and tweak the site untill you are happy with the conversions.

Then allow other webmasters to promote it.

And last but not least if you operate a recurring style paysite make sure to have an updates page that anyone can see recent updates, many will come back and look at that page and sooner or later see something they like.
