What store sells them? Best buy doesn't have them, I need it new in the box, but do I have to sign up if I buy it? or can I pay cash, and does it come with the card or is it like DTV they mail you the card?

You can buy them online or Costco. If you buy them at Costco you call for setup. Most other stores will give them to you with setup, Costco sells them and you call for free setup.

How much would it be? I jsut need the dish, receiver, no install, and I don't want to sub right away....

Get dtv and a free 1-4 room system and 4 month free premium programming. You have to buy NFL sunday ticket but its only like $58/month. I just got a 4 room system from these guys and am more then happy.
