No way... The tattoo is completely different... The ears are different, the nose is different, the face shape is different. Not the same guy.

Hey Powder is one of my favorite movies!!

Mainly because of the references to using 100% of your brain in it. "If we used 100% of our brains, we wouldn't need a body" ...Not exact, but to that effect. I love that.
