How do I impose download speed for members?

Is there any possible way to cap download speed for every members at certain level? I tried mod throttle but doesn't work. Any other apache mod will do this for me? Thanks

Just post a message for all users to only use their dialup connections.

Just write a cronjob to swap out .htaccess files to your members area. From 9-5, it allows access, after 5, the site is down as it is after business hours... and have it post a message telling them to check back during the normal business day.

I know it is possible. I know a Japanese web site caps download speed at 150K level.
