2257 doesn't mean shit outside the USA.

With regards to 2257, he can put whatever he likes, where ever he likes. And that's if he chooses to put anything at all.

Party content does not fall under the jurisdiction of 2257. If they wish, they may offer and post a 2257 declaration and follow those rules but again, this sort of content does not require it.
