Ok... I couldn't find anywhere to apply for a partner account or any contact info.

I did type in the standard:

However, the submit text leads to an amateur pages ad, hehe.

There is an ICQ or email for the cowlist webmaster on the cowlist somewhere. He will put you in touch with the guy that manages the paid listings for him.
