There is a bit of a difference..

The GGW deal had underage girls nude.. Being told to lie about their age (caught on tape).. Involved in sexual situations..

There is the logic..

A human reviewer will review the site. Even though the reviewer may end up saying the site doesn't count as CP, it will get logged into the database and can be used later on for doing data analysis.
