Actually, first ones I remember seeing were the Amateur Pages gallery generator galleries for the click pic program.

I don't know when exactly. The whois says they first registered gallerygenerator.com in Jan 2001, so I assume they started using sponsor hosted galleries shortly after that.

There could have been others before then, but I don't know for sure.
