Put your picture on one layer. Make a new layer on top of it. Fill it with white, pure white. Then change the layers opacity to about 50% or whatever looks good to you and you're done.

probably wanna choose a circular gradient also.

transparent -> white circular gradient mask. possibly screen or color dodge mask depending on opacity
