How is this served? Are there freely available apps that enable this?

Google ads. This is remote served from google servers. They send a keyword and google matches it to a DB of their click links.

Try hotscripts for similar ideas. Or contact a php programmer on the board to have one scripted up.

Text links are obviously more profitable than banner ads these days. :)
