Google PR question

how come I go to a site on google and the PR says "this site is not ranked by google" yet its on the 1st page for a given keyword?

its all over the place like this: pr0 site are in top serp's while old and expired and useless domains still keep pr.
if you watch the list that this other guy post everyday:
http://www.adult-webmaster-tools.com/pr/

many of those domains are out of google but still keep pr, while some morons buy those worthless domains ;)
