Who is OTE Development In Walnut Creek?

I got a check from them for a small amount. Deposited it and it bounced and then I got charged a service charge. Anyone know who these knuckleheads are?

Mine came back as "stop payment" not NSF or account closed.

Mine, too - which is interesting, since the notice on Glo-Bill's site says that the checks would be returned NSF.
