Dear CCBill Client-

As a follow up to our July 23, 2003 News announcement: Important MasterCard
Information for CCBill Clients (located in the NEWs area of the System5 Home Page),
we wanted to remind you of the upcoming release of our new Search & Shop system.
Search & Shop was designed to keep your websites and our services compliant with the
new MasterCard rules and regulations, with minimal changes to either you, or your
business model.

To prepare you for this release, we wanted to offer a quick list of important things
you should note regarding the release of the Search & Shop System:

1. MasterCard Requires A Consumer "Shopping Experience" at www.ccbill.com

This consumer "shopping experience" will be presented with the launch of our
new Search & Shop Consumer Website located at www.ccbill.com on Tuesday,
August 12, 2003. The Search & Shop website offers online consumers an
exclusive buying experience by introducing these consumers to the thousands of
subscription-based websites or electronic venues for which CCBill offers
E-Ticketing access services.*

*DEMO: To fully understand the Search & Shop System, we suggest you view our
full DEMO of this experience within your CCBill Admin, in the Premium Features
Area of System5.

2. New Requirements For CCBill Clients

. You will need to be careful that your marketing indicates that the consumer
is purchasing access through CCBill. For the most part, this is the case
already.

. The above includes the use of MasterCard logos and trademarks. Please see
CCBill's AUP regarding this matter.

. You cannot pass any of the consumer's personal information to CCBill besides
consumer email. This means that besides consumer email, two-part forms used
for marketing will not be allowed to pass data in to CCBill sign-up forms.

. A short waiting time for a policy review will now take place on all newly
created subaccounts prior to accepting real transactions. We will attempt to
review all accounts within a 2-hour period from when they were set up, however
this process could take as long as 24 hours. There are no exceptions to this
rule.

3. Consumers Now Offered A "Continue Shopping" Option on Sign-up Forms

The exact rule that MasterCard implemented is that consumers must be able to
purchase diverse goods during one shopping experience. The essence of the rule
was that CCBill had to create an option for consumers to not only complete
their sign-up with the e-venue that got them to the sign-up form, but also to
continue shopping at CCBill.com.

If an online customer visits your website, and chooses to use their MasterCard
to purchase a subscription via your CCBill Sign up form; upon entering their
MasterCard number onto the subscription form, they will dynamically be
presented with two options for completing their sale:

. Complete This Purchase button: this offers the opportunity to simply
purchase their subscription, and complete their shopping at that time; or

. Complete This Purchase and Continue Shopping at CCBill.com button: this
offers the opportunity to continue shopping on the Search & Shop website. If
they choose this option, they will be taken to the Search & Shop website,
where the first returned page will present them with a statement of their
purchase along with a returned search results area, which can include up to
ten of your sub account URL's, or affiliate accounts of your choice, as the
initial or first returns for your customer's continued shopping experience.*

*DEMO: Please see the full DEMO of these forms within your CCBill Admin, in
the Premium Features Area of System5. CCBill has already revamped every form
in our system and there is no work required on our clients' part. These new
MasterCard sign up forms will officially launch on Friday, August 15, 2003.

4. A Sufficient Description For Consumers to Purchase The Ticket
CCBill has created an interactive system that will create automated selling
statements for our clients' e-venue on the Search & Shop pages. Due to the
short production time allowed by MasterCard for the creation of this new
system, all selling statements located at ccbill.com will be the
responsibility of CCBill.com, and cannot be customized by clients at this
time.

5. Account Customization Options For Portions Of The Search & Shop System?
Though CCBill does not require you to create your own selling description on
your sign-up forms, we have created an interface that allows you to create a
custom selling description to be added to the sign-up forms of your choice
within your account. CCBill must approve all custom descriptions prior to
their placement on your forms. Remember, if you choose not to customize your
descriptors, a default description created by CCBill will already appear.*

*CUSTOMIZATION FEATURES: Please log into System5 at webadmin.ccbill.com to
learn more about the customization features available to you.

A Search & Shop description and tutorial on the features can be found in the
Premium Features Area of System5. Once there, click on the Search & Shop Tab,
and take a walk through our flash demonstration of the "consumer experience",
and learn how to get the most out of these new features.

As our Industry continues to change, it is our goal at CCBill to continually
provide you with innovative solutions to support your websites and e-venues
success today, tomorrow, and into the future.

As of August 12, 2003, and with the re-designation of www.ccbill.com as a
consumer based website, you will be able to access your client services needs,
including links to System5, Account Change Forms, and Technical Support at our
new business website, bizcenter.ccbill.com. The new MasterCard sign up forms
will officially launch on Friday, August 15, 2003.

If you have not done so, we highly advise you to review the hands-on Search &
Shop samples and tutorials within System5. These presentations should answer
any remaining questions and guide you through the process of customization of
Search & Shop features. If you have any additional questions regarding the new

That all makes perfect sense. The new regulations give you the ability to inconvenience your legitimate customers as much as possible while at the same time allowing your scamming customers to commit multiple frauds in a single "shopping experience".

In an effort to meet the new consumer experience requirements set forth by MasterCard International, Search & Shop was created to also offer you a powerful resource to gain additional exposure for your E-Venue in front of a very targeted market of ready buyers. Whether an online consumer accesses the Search & Shop website directly at www.ccbill.com or wishes to continue shopping after purchasing their e-venue membership with their MasterCard from a CCBill e-venue website, their search and purchase of an e-ticket are delivered securely and quickly offering immediate access to their memberships right away. And best of all CCBill has created tools so that if an online consumer makes a purchase from your website using their MasterCard, and wishes to continue to shop, you can automatically return your sub account URL's as the initial or first listings. Plus, you can create Search & Shop Promos on System5, which allow you to designate affiliate website listings, thus possibly entitling you to a portion of the sales generated from any of the affiliate site listings specified by you on your "continue to" Search & Shop return page.

doesn't this complicate cascading billing? All mastercard customers will have to re-enter all info manually on the secondary biller if I understand this correctly.

Have you ever just called up MasterCard and asked why they want to include this 'shopping experience'? Have you told them that this 'shopping experience' could potentially create MORE fraud due to scumbags charging back multiple transactions at once?
