it's some kind of fraud.
digits lists your sites on it's pages (they got PR9) so he is somehow leeching their PR 10x for each of hundres of his domains.

Its not the hotlinking that does it... he is paying for a counter from digits, and in return they are linking to him from their PR7,8, and 9 directory sites. For example: http://digits.com/top/comm_adult_100.html
