How many signups do you think you are not being credit for due to this?

I'm sure a lot is being lost, which is why, about two months ago, we started using a tracking database.

If your customer returns again our script will search for a cookie for a webmaster ID, if not found it will match the IP on record to the surfers IP and grab the last webmaster ID recorded from that IP number.

Initially the script will place a cookie (if allowed) and the surfers' IP on our database for a duration of 1-year. :)

i think the number of people with cookies allowed will continue to decline, more misuse of them, declining consumer trust, there is already lots of software that disable them.

You do know that a vast majority of surfers have dynamic IPs, right?

So many sites require cookies for functionality, i can't see too many surfers with cookies completely turned off.

So as long as you issue correct P3P headers, you'll be able to atleast set a session cookie.
