I wanna get my hands on a domain
 
Say, I have started a company with a certain name.
For instance "howdy INC".
Say I want the domain "howdyinc.com" for my company web site.
Some joker has registrated that domain few years ago, never used it for anything, there has never been a website on that domain ever.

I want that domain, what are my options?

Can I take him to court or?

If he registered the domain before you filed for a trademark, you better have some good lawyers and he better not have any lawyers if you want to steal it from him.

It's been done, but only in cases where the person doesn't fight back.

Find out if his address with the registrar is wrong. If it's not, make him move (some blackmailing involved). If or once it is, make sure the email he uses for registration is not working or is directed to you (some hacking involved). Make sure the phone number listed isn't working either (some murder involved).Then report him to the registrar, tell them he has an invalid address, blah blah. They will send the owner a notification, his email will bounce. Then they will call and the phone will be invalid. They will cancel the domain and you register it.

... or you can try buying it from the guy.
