Well I managed to social engineer him into clicking a link so unless he's using a proxy his IP (at 8:18pm Australian EST) is 192.114.47.54.

Israel. Whether or not this an anonymous proxy I'm not sure.

He ICQs me about a week ago, and I told him I was too busy to talk to him, and he has not called me back yet :(

Why don't you contact the proxy server and ask them for logs of who connected to them that moment.

I couldn't even ping that box, nor reverse dns. Didn't give me much to work with.
