What program can create images like this (text in an image)
 

that was probably photoshop

to do it make the text as a selection (dancing ants)
or use the magic wand to select the text
apply a gradient (the one in that pic is called chrome)
then do a glow around the selection in layer styles.

Select the text tool
Write whatever
Choose the font and size
Select the outline the color you want
set the inside with the colors you want
set it to lineal or radial or whatever fits you to fade colors
apply any filters if you want it more enhanced
export it to gif
