Hei, one of our affiliate CJ.com demand us to give W8BEN and TIN. I saw that instruction that says that affiliate programs that pay someone else outside US is subject to 30% witholding.

Why other company that I deal with do not require W8BEN from me?

CJ is correct in wanting the W8BEN if others don't do it they are at risk if they are US based.

It's not true, there is no withholding on commissions for non-residents. The form is a legal declaration you are not a US entity.
