I'm searching for sponsers which are offering a Free Downloadable sites (not galleries, sites).

With a structure of 2 - 3 galleries + opening page, or someting like that.

I'm looking for a sponsor who will send me money even if I don't send any traffic or possibly even if I don't sign up.

I can tell you a bunch with hosted free sites, but I don't know how many of those allow you to actually download them and host them yourself. You'll have to ask them yourself.
