Is there an independant address verification service that wont charge card.

I have local merchant account and want to mix them to to have my own turnkey system.

Thats like my plan B, I rather pay a company a fee for avs as long as I can use my own merchant account, then to have the company that does the avs auth pissed at me for not charging card and dropping me so I have to start over again.
