It takes in a lot of things, but I think its mostly based on cost of real estate, food, and transportation

Ie, it costs more for someone in Russia to live in Moscow, because the average wage is $1000/year.

compared to U.S. Moscow is much expensive place to live. They had night clubs where the cover charge was like $100. I am just surprised that NYC is way behind Moscow.
