Legal in Ontario and legal in Canada are two different things. Ontario is province inside of Canada.

This is what their article says regarding British Columbia :

"Unlike similar rulings in Quebec and Ontario, the B.C. decision is the first to specifically rule out the option of a civil union system for gay couples, saying fully equality in marriage is required"
