WinXP - What's commit charge?

When you Control + Alt + Delete in WinXP, and go to the Performance tab, you see at the bottom it says Commit Charge.

If you add more RAM to your mobo, will it keep that commit charge down?

It seems as though whenever the commit charge reaches 200 or so, my machine runs slow.

Memory allocated to programs and the operating system. Because of memory copied to the paging file, called virtual memory, the value listed under Peak may exceed the maximum physical memory. The value for Total is the same as that depicted in the Page File Usage History graph.

wallah.
