Does anyone know any one who can set up BGP4 or Cascade Billing?

If so, do you know how it works

Eh? BGP (version 4) is a protocol used to communicate routes between the different networks that are joined to form the big bad internet... what does that have to do with cascading billing? :)

I wasn't sure. I thought it was the same thing, I'm new to all of this. :)
