They should, but sites with low traffic sometimes can't spare to have one :(

It helps to have one as per google - If you have low traffic, still design your site for google and initially ensure all recips are to your content page

if you are in the US you better have one, i know some sites who got visits from federal agents recently.

I have warning pages on all my domains. Never even contemplated going without one.

yeah, i'd think it'd be a loss of traffic to an extent, but you could use it probably to better use mutliple banner exchanges, advertising space, etc. and, it'd keep the feds at bay...
