External HD question?

Is it possible to format an external HD so that the files on it can be accessed by both Windows and OS machines concurrently via a local network (and via direct connection through USB)?

Not sure, but partitioning the drive might be a way.

I have a win 10 pc and a mac, which both access the internet through my router/hub - In the usb slot at the back of my hub, I have a 128gb SD card formatted fat32, and both computers can read / write to that as a network storage.

This.

Fat32 no, please.

exFAT is the way to go for your external HD to be accessible by both Windows and macOS machines. Avoid Fat32 for its file size limitations. Keep it simple and compatible with both systems.
