Ok, so high risk/IPSPs located in the USA can't aquire for non-american companies.

Does this hold true for any business with a merchant account that will process for foreign residents / business.

ie. eNom's PDQ and reseller scheme - they will bill for me but I am not an American business nor do I have a formal prescence. is this within the rules or do the new rules only apply to high risk/adult?
