Im not 100% on this however i seem to recall when they opened the .cn registry a few months ago that you needed to have a presence in China in order to register the domain of your choice.

Chinese language domains can only be registered by companies who have had permission from the Chinese governmental body of the Ministry of Information Industry.
As for the local presence section of my previous post, that information was incorrect, you DO NOT need to have a local presence to register .cn domains only if you wish to register localised .cn domains and again, only if you are granted permissin by the Ministry of Information Industry to do so. People might want to register a .cn domain in order to target the 18.9 million Chinese surfers that have come online in the last 24 months.
