You can't go wrong with Photoshop-- The ultimate tool for photo editing.

For the record, MSPaint rocks too.

I find Picture Publisher better than Photoshop. Given that Photoshop is a great prog but it is also really expensive. PP is much cheaper and does everything I need to do to a pic.

I am using multiple tools to edit photos but I love Picture Publisher the most.

JPegOptimizer is also really cool to do some things no other program is good at.
