Our application also verifies all the working proxies every 30 minutes by sending a test mail to a mail account and making sure it is received.

You may not sell the same proxy to another client but since they're open proxies which are scanned out, how many others out there have those proxies?

Scanning for open proxies and using them is, in fact, illegal, and will land you in jail in most countries if you are found out. Also, it isn't very hard to be found out.

In other words, this guy is very obviously breaking the law, and asking others to do so as well - at a fairly high price, even.
