Question for Apple Mac Gurus

Is there a global setting somewhere that forces all file folders to open and display in the same way, that automatically organizes all icons by size of the window?

Opne a folder and select from header bar:
--> View
--> View Optionis
The rest explains itself like a Japanese AV star.
