They're both at fault.

One driver ran the stop sign and the other was probably WAY over the speed limit for a neighborhood like that.

Speeding is also against the law. If the red car driver wasn't traveling so fast, she would have been able to stop in time.

The cop was 100% at fault for the accident, but the other car was also clearly speeding. Both should be ticketed but the cops arresting the dude and trying to frame him should result in the firing of both officers and criminal charges for filing a false police report.

Where no speed limit is posted, the speed limit on paved or gravel residential streets and streets in business districts is 25 mph in Michigan.

The speed limit on a road like that will with out a doubt be either 25,or 30 possibly at 35 max. I'm betting it's the lower and that being 25 being cars are parked on the streets.
