- Mueller was blocked on multiple levels (obstructed) so he could not fully realize the investigation
- He does not have the power to prosecute a sitting president
- He also explicitly says that the President is NOT exonerated. That is a very important piece of information.

It would be unfair to potentially accuse somebody of a crime when there can be no court resolution of the actual charge.
