It's a travel authorisation, and a way to get a few euros.
US has similar system (ESTA) Canada also.

Yeah, I went to Germany and the Netherlands without a Visa.
That was a while ago; but I only needed my military ID (not even a passport).
I was also given a temp European drivers license before I left America.

The funny thing is that people of Georgia (that's not a US state but post-USSR Caucasian country) and people of the Ukraine can travel to the EU without visas now. So no visas for them "in exchange" for visas for Americans. Interesting...

It's not just Americans.. Canadians, Aussie and I think 60 some other countries are affected. It's the The United States won't be the only country affected by the changes. From 2021, citizens from 60 countries will be required to apply for the ETIAS before entering the Schengen Area.
